With over 35 years of experience spanning journalism, government, law enforcement, emergency health services, and intelligence, Bowen has built and led teams whose work has prevented disasters, protected critical assets, and saved lives.
Specializing in integrated, intelligence-led strategy and execution, he has provided direct counsel and operational support to Premiers, Ministers, Chiefs, Mayors, senior government officials, Generals, and frontline responders. His battle-tested expertise spans domains from subsea operations to emerging low-earth orbit applications.
With a diverse education, Bowen holds advanced undergraduate and post-graduate degrees in areas ranging from forensic psychology to mathematics, cinematography and neuroaesthetics, and has lectured at the University of Victoria, Royal Roads, Camosun College, The University of Manitoba and Brandon University and has led and contributed to conferences advancing technology, governance, and public safety.
